Why on the royal mail website is there nothing about franked mail???

It's so fustrating I have been passed from pillar to post and still do not have the answer to my very simple question! I am currently trying to get in touch with norwich mail centre but am having absolutely no luck!!!!

Franked mail is supposed to be an easy use system for businesses is it not???.
